(Registration Required)The New Jersey Legislature has passed a bill that would increase the availability of DNA testing to criminal defendants who claim they were wrongfully convicted.
The bill, A1678, would remove the requirement that a defendant be incarcerated in order to avail himself or herself of DNA testing procedures at the cost of the state. New Jersey is one of only 14 states that have the incarceration requirement.
